
Former mayor of Keson City Herbert Bautista and his former municipal administrator Aldrin Cuna were found guilty of graft in a case involving 32 million Philippine pesos (PHP) under a 2019 contract for the Online System for Occupations and Tracking (OOPTS). The Sandiganbayan's First Division found Bautista and Cuna guilty on January 20, 2025, and imposed a sentence of six to ten years of imprisonment for each count.
The anti-graft court did not require two former officials to pay fines, since the 32 million PHP had already been given to a private company not having connections to the case. However, both former officials are permanently barred from holding public office due to their conviction for graft. The former officials are also facing other unfinished cases in the Fifth Division.
In April 2023, the Office of the Ombudsman filed two charges against Bautista for graft before the Sandiganbayan. In the first case, Bautista and Cuna were accused of pre-emptively contracting for 32 million PHP with Geodata Solutions, despite the lack of a specific appropriation ordinance approved by the Sangguniang Panglungsod. In another case, they were charged with the release of 25.3 million PHP in public funds to Cygnet for the installation of solar energy systems and hydroponics for the municipal hall, without having an agreement with Meralco's net metering system.
In November 2023, Bautista, Cuna, and Geodata Solutions' general director, Alberto Morales, stated that they were not guilty in the allegations of graft involving the procurement of a 16-million peso hospital information system. In a hearing in May 2023, Bautista told journalists that the charges have "political motives," but did not name anyone whom he believed is behind the allegations.
